Best place to put preferences on a PC?

Revolution puts some of its files in one of these two places:

Documents and Settings\<your user name>\Application Data folder

Documents and Settings\<your user name>\Local Settings\Application Data

If the serial is encrypted or otherwise obscured, one of these is where 
I'd put it.
