Slightly OT : forums

Forums can be one of the most complex kind of dynamic content, or very 
simple, it all depends on what your client wants.
Registering and administering user accounts can be very complex in 
itself, and having "spam secure" login is something i don't even want 
to think about.
On the other side hacking something together to show user entered 
content is rather simple, once you have thought about how to store your 
forum posts. Formatting and customising the way your forum looks is 
somewhat of a stamina thing, but in principle easy too in my opinion.

As for a free, existing forum, i suggest you look at SMF 
www.simplemachines.org or phpBB www.phpbb.com (which RunRev uses as 
forum).
