Shared menus

Apple's recommended solution is to use Dock menus.  I agree it's less 
useful, but I'm just passing on what they recommend (please don't shoot 
the messenger <g>).

Any of you have an external for that?
Is there a Bugzilla request to provide that?
Can it be done with some combination of AppleScript/plist stuff?
