Following a search for chip-wits on the web:

Specifications for the chip-wits program (which received best educational award
in 1985).

I couldn't find any source code for it anymore. There is an announce that some
guys tried it in java: http://www.chipwits.com/, but they haven't made *any*
progress since 1989...

Sounds like a great idea for a challenge to me.
