shell command on Windows

Hello,

on Os X, I'm able to use the shell for zipping files/folders...

is there an equivalent command for the shell command  "ditto -c -k -- 
keepParent --sequesterRsrc "& SourceFile&&DestinationFile.zip)" in  
windows ?

Or can't I zip files via the shell  in windows ?
