Well, the "startup" handler *is* normally where you would want to
process command-line arguments, but it *isn't* necessarily where you'd
want to do a lot of other things. That said, I think your point is
well taken and there should be some better documentation about the
differences between the "startup", "openStack", "preOpenStack", and
"libraryStack" messages, among others.
