Did you set the 'relayerGroupedControls' property to true? Otherwise you
can't set the layer of objects inside a grouped control. Keep in mind that
you need to be careful, because if you turn this global property on, you
could accidentally set the layer of a control inside of a group to a number
that would place it *outside* the group. Read on the docs on this one...
