Save vs. tools palette

In my ongoing effort to stay on task, I'm trying to keep the tools 
palette turned off. If it's on, I'm a bit more inclined to tweak and 
imrpove. Those psychological barriers!

Anyway, all the time I'm like, "Hey, I thought I turned that off!"

It only took me a year to realize that saving a stack turns the Tools 
palette back on again. Is this a feature?
