Bad Idea To Disable an 'Edit' Menu

I just checked, and WinWord doesn't disable menus when all their
menuItems are unavailable. Or at least as far as I can tell. How can a
menu be disabled is disabled when "the user can still browse to it or
choose it"? I'm having trouble making sense of this.
