I think that paragraph is an accurate description of MS's current
beliefs and practices. The significant word being the "XP" in "Windows
XP applications". Over time, MS has recommended a variety of style -
single vs multiple vs multiple synch'ed vs .... anything you can
imagine. But sometime in the mid-90s, they realized that multiple
instances produces the fewest problems, and settled on that as their
preferred style.
Most, if not all, RECENT Microsoft apps follow that "best practice", and
I suspect any that don't just haven't had a big enough revision done in
years.
