Hmmm, i have both RR and MetaCard 2.5 (same engine, different UI) with  
an empty
"German.lproj" and had no problems so far...

English.lproj
fi.lproj
French.lproj
German.lproj
Italian.lproj
Japanese.lproj
ko.lproj
no.lproj
pt.lproj
Spanish.lproj
sv.lproj
zh_CN.lproj
zh_TW.lproj

These are SOME of the supported languages on OS X...
Just add an empty folder named like the language you want and that's  
it...
