Linux KDE & GNOME question

Would someone confirm that KDE and GNOME do the same thing but are 
separate options?  I mean, do you need to have both installed on your 
Linux system or will one of them do?  If you have both installed 
(Mandrake comes with both), how do you switch from one to the other 
(provide that is possible)?
