Listening to a Port (Sockets)

Can a Revolution Stack listen to a port to determine if someone over the net is trying to make contact with that stack?

Or another way to put that question:  I realize that it is possible to send data to an open socket, but how do you "listen" or "wait" for a socket request from someone else?
