mouse clicks and key use

Using Windows - if I wanted a Rev app to come to the front when the user
has performed x number of mouse clicks or key strokes in the other applications
they are using, would that be possible? How would I do this?

Would I have to use a third party application?

Is there a way for Rev to poll the Windows system and thereby keep track
of mouse clicks & key strokes?

Would there be much of a performance hit for their other apps?
