Developing Externals with Dev-C++ Problems

Alright, well, I'm figuring that I am doing something wrong when I can't even get Dev-C++ to compile the externals that were included in the Revolution Externals SDK.

Does anyone have any idea if Dev-C++ can build Rev Externals or not?  I really don't want to purchase a C++ Compiler until I know that I can successfully create an external (and then learn from it).
