How to rotate text?

I need to rotate text through 90 degrees to label a chart.  I can't 
find how.  It's looking like the text will have to be an image because 
they're the only things that can be rotated?  In which case, the user 
needs to specify the text,  can I get the text and somehow convert it 
to an image?
