Locking the location of a Window

the only way i can think of is to set the decorations of that stack to 
empty...

As long it has a windowbar it can be moved.

P.S.
You could add the upper part of a screenshot of a regular window
as an image to your stack to make it look like there is nothing wrong 
with it ;-)
