command-2 (previous) and command-3 (next), jumping by 2

I've seen this, though I'm not sure what causes it. Looking in the 
script for the View menu, there's a 20-millisecond delay built in - 
again I'm not sure why. Possibly this was added to work around 
whatever problem is causing the skipping in the first place.

Increasing the delay might work, as a workaround.
