I don't think it is really broken as such. Once I understood how it 
works, menu behavior started to make sense. You just have to account for 
the scrolling behavior on Macs and plan for it. I haven't noticed any 
blank space on my Windows apps.

That said, there is a problem with a few stacks where the automatic 
scrolling doesn't work right. It's bugzilla-ed. But most of the time it 
seems to be okay.
