Arrows nudge or not?

Thanks for your reply.  I was hoping that I was missing something.  
Guess I will need to program that in myself.
I have a page layout teacher tool that has a tool bar.  You click on 
the arrow tool and it chooses the pointer tool.  From there your users 
are in that mode.
