open file with default app on Windows?

Hi:

Does anyone know the recipe for opening a file with its default app 
on Windows, based on the filename extension?

For example, I get a list of files in a folder. One ends with ".xls". 
How can I open that file with Microsoft Excel and present it to the 
user (bring it to the frront)?
