Works fine for me, both with QTEffects on and off:

on mouseUp
  visual effect dissolve
  go next card
end mouseUP

What version of QT are you running? I have 6.3. And I assume you've
downloaded the QT Effects add-on through the "update and install
additional QuickTime software"?
