RunRev itself. Standalones do not seem to have this problem.

Well, we are talking about RunRev, the dev environment, so I think the
answer to that is yes. (heh)

If it is just a file permissions problem and not tangled up with the
licensing policy, it would sure be nice to have it fixed.
I'm thinking it may have something to do with bug #540.
