[ANN] Windows Plugin : Always On Top

here's a handy little DLL that allows you to set a window to
be "always on top" (like that nifty feature in winamp)..

also, i revamped my website (hope you like ;-) so anyone who
linked directly to the files before you'll need to remove
the "/software" part of the path and set "getMXRecords" to
all lowercase (the server is case sensitive)..
