the Revolution 'answer' handler

Is 'answer' handled in the engine, or is it in Rev?  I assumed it was in Rev
since we have to tell the Distribution Builder explicitly to add the stack -
but I can't find it anywhere?

Or is the code in the engine, but Rev supplies an improved stack?
