Sounds feasable and interesting and good match for Rev. You might want 
to read the recent thread "Startkit limitations for stacks already 
containing long scripts" which discusses ways to get around the start 
kit limitations by building a "player" app for Rev stacks. This would 
make sense for you because you would not want to email or transmit a 
2MB standalone every time a new survey came out.
