IDE question re: send to back/front

In the Application Overview Window, Cards Tab, mode "now browsing 
controls on card ...", there are buttons for send to back/front, move 
forwards/backwards. Some some cards and some groups/objects they are 
enabled. Sometimes they are enabled and sometimes they aren't. what am 
I missing here that's that's the condition for those buttons being 
available?
