Absolutely!  Which is why I give special treatment, and significantly 
lower rates, to clients who engage my services on a 
time-and-materials basis.  There is very little tension working in a 
trusting, long term relationship with clients who call and say, "This 
is what I need.  This is when it's needed.  Send me your bill when 
it's finished."
