Is there a new Windows engine?

It seems there are new build engines for Mac OS PPC and OSX, but I can't
find one for Windows. Has one been released?

In creating the latest build of our project, we used the engines that came
with the new beta111 postings. When we did a build, it needed to download
the windows engine. It appears it downloaded and used the older Windows
engine. Is a newer one not available yet?
