Change the icon on Windows?

Hello

I know this had been an issue before:  How to change the icon on Windows?
If  doing it then building the standalone -- 16 color seems to be the 
limit. And that just not looking good (I know it can never look as good 
as on Mac OS  X, but...).

Is there another way to change icon? Making a windows-icon with the 
plug-in for Photoshop "Iconbuilder" creates a .icn file. How can I use 
that?

Any Windows-pro that know?
