How do I build non-GUI apps?

(I have noticed, but not followed, CGI discussion.  Perhaps, that 
is a clue.)

Can they use library stacks?

(I want to explore the idea of using XServe.  My thoughts split to 
server apps with or without GUIs on the XServe.  Perhaps there is 
some remote GUI like terminal services on W2K server.)
