regarding Tooltips

Is it possible to modify anything about the way Tooltips displays?

I'd primarily like to change the background color that the text is 
displayed against, but I guess all the typical modifications that might 
be possible come into question:

change the text font, size, style, color, border...

Can any of this be done?
